Less than two years ago, a large natural lake in the city center of Phnom Penh with tens of thousands of families living around and relying on it; now a sand desert with grand plans of skyscrapers.  Let it not be said that the plundering thieves did not hear the warning of Jesus from two thousand years ago:

We mourn the loss of Lauk Oum Vann Nath who passed away earlier this afternoon after several days in a coma.  My deepest condolences to his family.  Cambodia and the world just lost one of the most gracious, most dignified, iconic survivors of all genocides.

Theary Seng, whose parents were among up to 1.7 million Cambodians who died from starvation, torture or execution during the four years the Khmer Rouge controlled the country, was among those at the artist's funeral yesterday. KR Songs Make Comeback, Phnom Penh Post, 26 Aug. 2011

 

While some campaigners have expressed concern over the trend, President of Center for Cambodian Civic Education Theary Seng said that she believes and hopes the growing interests to these KR-era songs stems from curiosity.

"I think listening to them can be informative. However, a steady diet of these songs as a norm of entertainment raises concerns as the lyrics in many of these songs glorify blood and gore, violent revolution and class warfare," she said. "I hope it is just plain curiosity, which is healthy."

Public Performance Monitoring: Regional Learning Event on Community Scorecard and Citizen Report Card

ANSA-EAP, in collaboration with ANSA South Asia, conducted a Public Performance Monitoring: Regional Learning Event on Community Scorecard and Citizen Report Card on August 3-7, 2011 in Holiday Inn (Silom), Bangkok, Thailand. The event is in line with the ANSA-EAP's efforts to promote social accountability approaches and tools among citizen groups in the region.

Piloting Participatory Audit in the Philippines: Constructive Engagement between the CCAGG and COA

The Concerned Citizens of Abra for Good Government (CCAGG) and the Commission on Audit (COA) of the Philippines partnered in a program entitled, Enhancing the Public Accountability Program of the Philippines funded by the United Nations Development Fund (UNDP).

The program called for civil society organizations (CSO's) to participate in the audit process to ensure its credibility and transparency. The CCAGG participated in the audit of 32 projects engaging with other stakeholders in the course of program.

Checkmyschool.org synchronized data validation

Checkmyschool.org kicks off the synchronized data validation of the Philippines' Department of Education's (DepEd) public school data on enrollment, personnel, textbooks, classrooms, classroom seats computers, national test results, toilet, and budget. The results of the validation will be uploaded on the CMS website, where DepEd officials, as well as other citizens, can remotely access them.

Heralding the synchronized school data validation are a series of activities, which include: (a) Fun Run at Araullo high school, Manila on 20 August; (b) Fun Run at Plaza Luz, Pagadian city on 20 August; (c) Kite Flying at Paseo del Mar, Zamboanga city on 9 August; (d) Merry-Making at Tacloban city convention center on 24 August; and (e) Lunch for a Cause at West Visayas State University Function Hall, Calinog, Iloilo on 24 August.

NLCGG Strengthens its Capacity to Monitor Local Government Budget -The Northern Luzon Coalition for Good Governance (NLCGG) in the Philippines conducted a Training Workshop on Participatory Budget Monitoring on June 28 to 29, 2011. A total of 25 participants representing 15 NLCGG member organizations participated in the two-day event, which focused on understanding the local government budget process and how it can be monitored by citizens.

ANSA-EAP mainstreams social accountability in CHED - Twenty-three key executives of the Commission on Higher Education (CHED), including middle- and senior-level managers from all over the Philippines, participated in the session on “Mainstreaming Social Accountability to the Commission on Higher Education” conducted at the CHED Building in Diliman, Quezon City on August 1, 2011.

Civil Society under Threat

of New NGO Law in Cambodia


The World Movement for Democracy joins with Cambodian civil society organizations in expressing its deep concern of the proposed NGO legislation that, if passed, will severely limit the space for civil society to operate freely. The proposed law grants extensive power to the government to control civil society and is very vague in the rights allowed to civil society. Under this law, registration is mandatory for associations or NGOs, and unregistered groups are banned from operating. The proposed law does not include provisions to safeguard objective application of the review process, nor does it define an appeal process in case of rejection of registration. Similarly, there are many terms in the law that are undefined or vague, which could be threatening in protecting an objective application of the law.

After my commentary A Language in Crisis, I was alerted to this article by Dr. Steve Heder on Language and National Identity: Cambodia which is a powerful, sobering, within-without perspective of the evolution of the Khmer language during the different eras of Cambodian history.  A must read for Cambodian leaders and educators.

Cambodia’s Khmer Language Debate

A debate is stirring in Cambodia about the continued viability of the Khmer language. It started with a commentary that the Khmer language is in crisis and in fact, dying.


Theary Seng, founding president of the Center for Cambodian Civic Education, wrote in the Phnom Penh Post that spoken Khmer is often either crude or highly stylised, while written Khmer has not been updated for modern times.


The comments triggered controversy and heated discussion in the country and in Cambodian communities abroad, including from Professor Supote Prasertsri, formerly with UNICEF (Thailand) and UNESCO (Cambodia) as an education expert and now an advisor to a number of civil societies in Cambodia.
