In August the former finance minister announced that he would return to Cambodia on November 9th from self-imposed exile in France. SOKHA MUST RESIGN FROM HIS POSITION; IF NOT, SAM RAINSY SHOULD CUT OFF PUBLICLY ALL TIES WITH HIM: Upon Hun Sen’s public release of his lengthy communications with Sokha on 5 March 2017 (audio recording 28 minutes in length and extensive text exchanges), I called for Sokha to relinquish his CNRP position if he had any self-respect left, even if to his hand-picked VP. Because he didn’t, Sam Rainsy with super-human efforts did everything to maintain CNRP unity, at least the semblance of it, even in spite of the never-ending vitriolic public abuses and efforts from Sokha’s daughter, Mona, a former friend and the CNRP public relations chief (among other senior CNRP positions she demanded from her dad which Sam Rainsy succumbed to in the beginning, again for the sake of a united front).

Now, more than ever, Sokha must resign from his CNRP position of "president”, if he has any empathy and sympathy for Cambodia and if he wants to redeem his self-respect. IF NOT, it is time for Sam Rainsy to publicly cut off ties with Sokha. Or else, the Sokha card be will an ongoing internal cancer, an ENDLESS political struggle on two fronts.

Diplomacy at its best. A case from Cambodia. The ambassador’s father is Hor Nam Hong who was a former Khmer Rouge leader (in charge of the notorious Boeung Trabaek Concentration Camp) and only recently retired from being Minister of Foreign Affairs. I remember vividly receiving a phone call from then Foreign Minister Hor Nam Hong about 12 or 13 years ago (2007) when I was very active attracting broad international attention on the KR Tribunal to meet with him right away. I said can it wait as it was already Friday late afternoon; I did meet with him with a compromise of either a Saturday morning or following Monday; brought along one of my senior staff to his office at his Foreign Ministry; he brought his right-hand man Long Visalo. Since the phone conversation I was so curious as to why he wanted to meet and to its urgency. He wanted to discuss Cambodian migrant workers in Taiwan. 9-Fingers Campaign

"Justice Ministry threatens to arrest those who raise 9 fingers following Sam Rainsy’s leading"

Mr. Rainsy’s supporters have been flashing a nine-fingers sign to mark the date. The prime minister told students during remarks at a recent graduation ceremony, “Don’t ever join the nine-fingers campaign. If you dare do it, you should have one of your remaining fingers cut off.” Speaking of Mr. Rainsy, he added, “It is a plot to carry out a coup d’etat, for regime change! Millions of people and armed forces are waiting for you on November 9. Your head is not made from iron.”

Unknown hundreds of thousands more are unregistered, opening themselves to abuse and trafficking. Many Cambodian villages now are comprised of only the elderly and very, very young children in their care.

Elementary school children (beginning in 1st grade) go to school for only half a day. It is not uncommon for students to travel long distances in the mud and rain only to find out that their teacher is absent. It is also not uncommon for teachers to be drunk or take bribes for exams and other regular school activities.

 

Traffic

A road safety meeting on Monday reported that at least 170 people were killed and 428 injured in 314 traffic accidents in August – an increase of 29 deaths compared to the previous month. There were 22 more accidents in August than in July and 172 more people were injured.

The report said the areas with the most fatal accidents were the capital and Kampong Speu and Banteay Meanchey provinces, with 29, 14 and 11 deaths respectively.

Economic growth (short-term, depleting one-off natural resources mainly benefitting elite and expats) without economic development. Only 2 industries: fickled tourism and propped-up garment sector whose EBA is under threat.

 

C. Political

Banned opposition party; crackdown on free press, closing down all effective independent newspapers (with the existing English papers, mainly The Phnom Penh Post and Khmer Times, being affiliates of this autocracy). Cambodia once lauded for its vibrant civil society has been silenced by the NGO Law which can at a whim be activated as a deathly political tool, keeping formerly outspoken, active human rights organizations in check, including mine.

WHY I HAVE DECIDED TO RETURN TO CAMBODIA

Exile has long been part of my life; even though painful it is a lesser evil than the risk of prison or a violent death which permanently hang over Cambodia’s opposition leaders.

I have decided to return to my country this year despite the large numbers of legal convictions and arrest warrants against me. My 25-year struggle for democracy against an authoritarian regime led by former Khmer Rouge members has led to several assassination attempts and ongoing political and judicial persecution against me. But I must return to safeguard and develop what I have accomplished, namely the launching of the first opposition publications, calls for the first popular protests for freedom and social justice, organisation of the first industrial strikes, creation of the first workers' free trade union, and the foundation of the first parliamentary opposition party, which collected nearly half of the popular votes at the last elections in which it was allowed to participate.

I have chosen November 9 as my date of return. This is both Cambodia’s independence day and the date of the fall of the Berlin Wall, an event marking recovery of liberty in the eyes of the world. Since 2017, Cambodia has been mired in a serious political crisis which, in the context of growing influence of China over the country and heightened regional tension, risks worsening with international consequences. A continuing shift to totalitarianism has seen the arbitrary dissolution of the only parliamentary opposition party, the Cambodia National Rescue Party (CNRP), the arrest and continuing detention of its leader Kem Sokha, and severe repression of political opponents, civil society and independent media. This lurch into authoritarianism has been condemned by the United Nations, the community of democratic nations and international human rights organisations.

The sudden return to a single-party system following the dissolution of the CNRP and the human rights abuses that have accompanied it are a violation of the Paris Peace Agreements of 1991 which lay down a system of “liberal and pluralist democracy” for Cambodia, while ensuring "authentic, free and fair elections" and guaranteeing the respect of the Cambodian people's fundamental human rights.

I have decided to return to attempt to halt and reverse this embrace of authoritarianism. But to seek to re-establish democracy in the face of blind power which refuses dialogue with an opposition of which it denies the very existence, I have only one lever: a direct appeal to the people to use "People Power" as in the Philippines in 1986. I am convinced that the long-suffering and silenced Cambodian people will massively and peacefully rise to demand a democratic change that it can’t secure at the ballot box since the regime in place refuses to hold any real election with opposition participation.

I ask all friends of Cambodia, and notably the signatory countries of the Paris Peace Agreements (1), to do everything in their power to dissuade the Phnom Penh regime from using violence against a population which seeks simply the respect of its rights and freedoms guaranteed by an international treaty which remains in force.

ខ្ញុំ បានសម្រេច វិលត្រឡប់ទៅ ប្រទេសខ្ញុំវិញ ដើម្បី បញ្ឈប់ និងបញ្ចប់ របបផ្តាច់ការ សព្វថ្ងៃ។ តែ ដើម្បី ធ្វើឲ្យ លទ្ធិប្រជាធិបតេយ្យ រស់ឡើងវិញ ដោយត្រូវ ប្រឈម ជនផ្តាច់ការ ដ៏ងងឹតងងល់ ដែលមិនព្រម និយាយរក, ហើយ ចង់តែ កំចាត់ គណបក្សប្រឆាំងនោះ, ខ្ញុំ មានជម្រើស តែមួយគត់ ដើម្បី សម្រេច គោលដៅ របស់ខ្ញុំ គឺ ការអំពាវនាវផ្ទាល់ ទៅកាន់ ប្រជារាស្ត្រ ដើម្បី រៀបចំ «អំណាច ប្រជាពលរដ្ឋ» (People Power) ដូចនៅ ប្រទេស ហ្វីលីពីន ក្នុងឆ្នាំ ១៩៨៦។ ខ្ញុំ ជឿជាក់ថា ប្រជារាស្ត្រខ្មែរ ដែលមាន ការឈឺចាប់, ហើយ ត្រូវ គេ បំបិទមាត់ យូរហើយ នឹងក្រោកឈរឡើង ជាធ្លុងមួយ ដោយសន្តិវិធី ដើម្បី ទាមទារ ការផ្លាស់ប្តូរ តាមបែបបទ ប្រជាធិបតេយ្យ។ ប្រជារាស្ត្រខ្មែរ នឹងទាមទារ ការផ្លាស់ប្តូរនេះ ឲ្យទាល់តែបាន ក្នុងឱកាស មាតុភូមិនិវត្តន៍ របស់ខ្ញុំ, ពីព្រោះ លោក មិនអាច រំពឹង លើការបោះឆ្នោត បានទេ ដោយសារតែ របបផ្តាច់ការសព្វថ្ងៃ មិនព្រម រៀបចំ ការបោះឆ្នោត ពិតប្រាកដ ណាមួយ ដែលមាន ការចូលរួម ពីគណបក្សសង្គ្រោះជាតិ ផងដែរ។

ខ្ញុំ សូម អំពាវនាវ ដល់មិត្តទាំងអស់ នៃប្រទេស កម្ពុជា, ជាពិសេស ប្រទេស ហត្ថលេខី នៃកិច្ចព្រមព្រៀង សន្តិភាព ទីក្រុងប៉ារីស* សូម ឲ្យធ្វើ អ្វីៗ គ្រប់បែបយ៉ាង ដែលអាច ធ្វើទៅបាន ដើម្បី ព្រមាន រដ្ឋអំណាច ទីក្រុងភ្នំពេញ សព្វថ្ងៃ កុំឲ្យ ប្រើអំពើហិង្សា មកលើ ប្រជាពលរដ្ឋ ស្លូតត្រង់ ដែលគ្រាន់តែ ទាមទារ ឲ្យមាន ការគោរព សិទ្ធិសេរីភាព របស់ខ្លួន ដូចមានធានា ដោយសន្ធិសញ្ញ អន្តរជាតិមួយ ដែលនៅជា ធរមាន, គឺ កិច្ចព្រមព្រៀង សន្តិភាព ទីក្រុងប៉ារីសនេះ តែម្តង។

A few weeks before the fake election held on 29 July 2018 without the participation of the CNRP -- which Hun Sen dissolved in 2017 -- I, Sam Rainsy, appealed to the Cambodian people to boycott such a shameful election. But only a few days following my appeal, Hun Sen ordered the current King to issue an opposite appeal urging the Cambodian people to participate in that fake election. I have recently learned that Hun Sen is to order the King to issue another appeal to try to dissuade the people from going to welcome me on the day of my return to Cambodia on 9 November 2019 because Hun Sen is very afraid of my return.
